‘Cuckooing’ cases are on the rise across the country, leaving some tenants feeling like prisoners in their own homes. This form of exploitation is often linked to county lines drug gangs but can also involve financial abuse, intimidation, and coercion.

Tenants with vulnerabilities – including those with mental health issues, substance misuse problems, or social isolation – are often targeted, with criminals taking over their property for illegal activity.

For landlords, responding to ‘cuckooing’ is a complex challenge. It requires balancing enforcement with safeguarding, ensuring victims are supported while also protecting neighbours and communities from associated crime and anti-social behaviour.

Landlords need to work closely with the police, safeguarding teams, and other agencies, but often face difficulties in gathering evidence, gaining access, and protecting tenants without putting them at further risk.

Housing professionals need to be confident in recognising the early warning signs, knowing when and how to escalate concerns, and understanding the tools available to disrupt and prevent ‘cuckooing’.

This session will provide members with a confidential space to share experiences, discuss real-world challenges, and explore best practice approaches that are working across the sector.
