This week, the Regulator of Social Housing (RSH) contacted all registered social housing provider CEOs regarding data collection requirements for 2025/26.

The data will need to be submitted through NROSH+, the regulator’s data collection system and website. The deadlines are staggered and what needs to be submitted depends on your organisation size and type.

To provide an easy reference guide, we have summarised the requirements and deadlines for each type of social housing provider: small providers (under 1,000 units of stock); large providers (more than 1,000 units); and local authorities (all sizes).

Small providers

All providers registered with the RSH (including those with no stock) are required to complete and submit a statistical data return (SDR) short form through NROSH+ by 31 May 2025.

If you have any stock that is either 11 metres or more in height or which has five or more storeys, you will also have to complete the fire safety remediation survey (FRS) at the end of every quarter.

If you have not told the RSH about your stock before, you may be invited to complete this even if you do not have any high-rise stock. If you have recently acquired any stock that fits the criteria, it is important to inform the RSH as soon as possible.

If you have been completing the FRS for 2024/25, the final submission is due on 22 April 2025.

The deadlines for the 2025/26 submissions are:

  • 22 July 2025
  • 22 October 2025
  • 22 January 2026
  • 22 April 2026.

A disposal notification form is also available on the NROSH+ site if you make any disposals. There is no set deadline for completing this form, but it should be done as soon as possible after a disposal, as outlined by the RSH.

Large providers

Providers with 1,000 or more units of social stock need to submit these structured returns through NROSH+ by the specified date:

  • 31 May 2025: SDR long form
  • 30 June 2025: financial forecast return (FFR) accompanied with a business plan and other supporting documentation. However, you are encouraged to submit this within six weeks of business plans being signed off by your board if this happens earlier
  • 30 June 2025: Tenant Satisfaction Measures (TSM) Return, including all supporting documentation

Within six months of your financial year’s end, you also need to submit:

  • Electronic annual accounts (FVA)
  • Audited accounts
  • Audit management letters
  • Fraud reports.

If you have any stock that is either 11 metres or more in height or which has five or more storeys, you will also have to complete the FRS, which will also include the MHCLG building level survey, at the end of every quarter.

If you have not told the RSH about your stock before, you may be invited to complete this even if you do not have any high-rise properties. If you have recently acquired any stock that fits the criteria, it is important to inform the RSH as soon as possible.

Within three weeks of the end of each quarter, you need to submit your quarterly survey (QS) and quarterly disposal notifications.

If you have been completing the FRS for 2024/25, the final submission is due on 22 April 2025.

The deadlines for the 2025/26 submissions are:

  • 22 July 2025
  • 22 October 2025
  • 22 January 2026
  • 22 April 2026.

Local authorities

The requirements for local authorities are slightly different to those for other social housing providers. You will need to submit these structured returns through NROSH+ by the specified date:

  • 30 June 2025: Tenant Satisfaction Measures (TSM) Return including all supporting documentation. If your local authority has fewer than 1,000 units of stock, you do not have to submit this
  • 11 July 2025: local authority data return (LADR).

You will also need to complete the FRS – including the MHCLG building level survey – at the end of every quarter if you have any stock that is either 11 metres or more in height or which has five or more storeys.

If you have not told the RSH about your stock before, you may be invited to complete this even if you do not have any high-rise properties. If you have recently acquired any stock that fits the criteria, it is important to inform the RSH as soon as possible.

If you have been completing the FRS for 2024/25, the final submission is due on 22 April 2025.
