With pressure building on the government to tackle the terrible living conditions and bad management that some vulnerable people are subjected to whilst their landlords make a huge profit from exempt supported housing, ministers have published a consultation on plans to implement measures set out in the Supported Housing (Regulatory Oversight) Act 2023.

The government is proposing to introduce:

    • A locally led licensing regime for supported housing across England
    • New national supported housing standards for the support provided
    • Changes to housing benefit regulations.

We will hear directly from Emma Stubbs from the Ministry of Housing, Communities and Local Government (MHCLG) on the details of the consultation. The session will cover the issues and challenges facing all parts of the sector – from commissioning councils to registered providers of supported housing and the players in the exempt accommodation – to see what this means for everyone.

We will consider what the sector should be asking the government to do, what will make a difference and what would work on the ground.

We will also hear from one of the organisations involved in the on-going Supported Housing Improvement Programme which draws on the outcomes and good practice from earlier pilots.

    Key sessions include:

    • An overview of the consultation with MHCLG
    • Issues and good practice for commissioning councils to consider
    • Lessons from the improvement programme
    • The environmental health perspective on licensing
    • Issues for small providers
