The issue of fraud in the UK social housing sector is of concern as there are indications especially as housing providers are particularly vulnerable to two main categories of fraud:

  1. Corporate fraud, which includes cybercrime, bribery, and collusion.

  2. Tenancy fraud, which covers illegal subletting and ‘succession fraud’, where someone unlawfully takes over a tenancy.

The Tenancy Fraud Forum (TFF) has estimated that 148,000 social homes in England could be affected by tenancy fraud in some way. Associations with specialized fraud teams have seen an increase in detection rates as more frauds are uncovered.

A recent article in the HQN’s Housing Quality magazine identified that each illegally occupied property estimated to cost the public purse £42,000.

In the RSH’s Sector Risk Profile 2023 fraud is identified as a key strategic risk and they emphasise the need to manage it.
