The Competence and Conduct Standard is now in force. This practical half-day course helps social housing providers understand what should be in place now, what still needs to be managed through the qualification transition period, and how to embed competence and professional conduct into everyday practice.

The session moves beyond preparing for the Standard to focus on implementation, embedding and assurance. It will help you take stock of your current arrangements, identify areas that may need further development and consider how you can demonstrate that your approach is working in practice.

We will work through both parts of the Standard. We will look at the mandatory qualification requirements, including how to identify roles in scope, assess existing qualifications, manage top-up learning and maintain a clear audit trail of decisions. We will also explore the much wider competence and conduct requirements and what these mean for workforce development, learning and development, performance management, professional behaviours and service providers.

Throughout the session, we will consider the difference between having policies and processes in place and being able to demonstrate that they are effective. This includes how learning, supervision, appraisal, complaints, resident feedback, service performance and other evidence can help provide assurance that staff have the skills, knowledge, experience and behaviours needed to deliver good-quality services.

The course is suitable for colleagues leading or supporting implementation of the Standard, including senior and operational managers, HR and learning and development teams, policy and compliance leads, governance colleagues and others involved in workforce capability and service-provider assurance.

    What it will cover:

    • The Competence and Conduct Standard now it is in force – what should be in place and what providers should continue to develop and embed
    • Mandatory qualifications – identifying roles in scope, determining qualification levels and assessing existing qualifications
    • Managing qualification compliance through the transition period, including top-up learning, new starters, role changes, recording and monitoring
    • The wider competence and conduct requirements and how they apply across the workforce
    • Developing and maintaining workforce capability – skills, knowledge, experience and professional behaviours
    • Learning and development, appraisal, performance management and addressing capability or conduct concerns
    • Developing and embedding an appropriate Code of Conduct or equivalent professional behavioural expectations
    • Resident influence in the development, review and improvement of competence and conduct arrangements
    • Mandatory qualification and wider competence and conduct requirements for service providers
    • Moving from activity to assurance – using workforce information, service performance, complaints, resident feedback and other evidence to understand whether arrangements are working
    • Identifying priorities for ongoing implementation, improvement and assurance.
