ESA(IR) Claimants are now to be Managed Migrated by end December 2025

The DWP has announced the turnaround on the Managed Migration to UC of those on ESA(IR) (with or without Housing Benefit); the Government previously said this group of claimants would not be Managed Migrated until 2028/9. The plan is now to do so by end December 2025, saying ‘we’ll accelerate moving people from legacy benefits to UC to give them more access to the world of work’

The high levels of vulnerability among social housing tenants, mean we have grave concerns about the risks posed to people with mental health problems. In the worst-case scenario, people with mental health problems may fail to successfully make the move to UC. And the consequences of claimants missing deadlines can be severe; their legacy benefits will cease, and there may be a gap in entitlement. In addition the claimant may miss out altogether on any transitional protection they could receive.

    According to Citizens Advice, the failure rate is:

    • 20% for people in their thirties
    • 22% for people in their forties
    • 27% for people in their fifties
    • 32% for people in their sixties or over.

    Citizens Advice has called for the DWP to investigate the high number of abandoned claims and improve the support offered to people forced to migrate; it is essential that better safeguards are in place before migration of these ESA(IR) claimants takes place.

    Alison Markantonis is an experienced welfare benefits, financial capability and employment skills practitioner, who has worked successfully in the affordable housing and benefits sector for the last 27 years. She has worked with many housing and support organisations and brings her extensive experience to specialise in demystifying the benefits system, money management and employability skills training for both frontline staff and tenants. Her approach is participative and interactive, using case studies and her own experience to take the complex, and make it not only simple, but also applicable.
