On the day Awaab’s Law phase 2 takes effect, this legal bitesize explains why HHSRS now matters more than ever.

Changes to HHSRS introduced in 2026 have reshaped the framework, while the expansion of Awaab’s Law means housing providers need a clear understanding of how hazards are identified, assessed and acted on.

Taking place on 30 November, the day Awaab’s Law phase 2 comes into force, this legal bitesize will help delegates understand where HHSRS fits within the changing legal landscape, what the latest changes mean for landlords and where organisations need to be confident that their policies, systems and assurance arrangements are keeping pace.

This is a high-level legal briefing, not technical HHSRS training, designed to give housing professionals the context and clarity they need before moving into more detailed operational or technical learning where required.

    Who you will hear from:

Aisha Akhtar, HQN Associate and Head of Legal Services at The Guinness Partnership, will provide an expert legal overview of the revised Housing Health and Safety Rating System and its growing importance for social landlords. Drawing on her recent HQN briefing, Aisha will explain what changed in 2026, how HHSRS connects with Awaab’s Law phase 2 and the key legal and assurance issues providers need to understand.

What will be covered / why attend:

    • What changed under the revised HHSRS and what landlords need to know
    • How HHSRS and Awaab’s Law phase 2 interact in practice
    • Hazard identification, triage and escalation: where the legal risks sit
    • Evidence, records and audit trails: demonstrating effective decision-making
    • What good organisational assurance should look like across policies, systems and oversight.

If you have responsibility for housing conditions, repairs, compliance or service assurance, this session will give you a concise legal overview of the changes, the risks they create and the questions your organisation should be asking now.

    Who should attend?

    • Directors and heads of housing, property and operations
    • Asset management, repairs and maintenance managers
    • Compliance, building safety and health and safety leads
    • Housing management and customer service leaders responsible for hazard triage and escalation
    • Legal, governance, risk and performance leads responsible for landlord assurance.

This 90-minute session is a high-level legal briefing rather than technical training. HQN also offers full-day courses covering Awaab’s Law, HHSRS and technical hazard assessment for colleagues who need to develop their practical knowledge and skills.

FREE to members of the Health and Safety Network – contact [email protected] if you haven’t received the coupon code.
