The Transparency, Influence and Accountability Standard demands that you ‘take tenants’ views into account’ and ‘communicate how tenants’ views have been considered’. This event focuses on how to measure and demonstrate the difference scrutiny makes.

Delegates will receive a copy of HQN’s Scrutiny Toolkit.

Scrutiny only matters if it makes a difference.

In this event, we focus on what happens after the scrutiny report is written. How do you prove it’s made an impact? How do you keep the momentum going? And how do you turn scrutiny into lasting change?

This is where scrutiny moves from tick-box to transformative.

Join Jane Eyles, HQN’s resident scrutiny expert, as she shares practical ways to measure, monitor and magnify the impact of resident-led scrutiny. You’ll learn how to:

    • Evaluate scrutiny exercises effectively
    • Track outcomes and ensure follow-up actions are delivered
    • Report success to boards, leadership teams, and the regulator
    • Align scrutiny with governance and regulatory assurance
    • Showcase results to celebrate what’s working – and build on it
    • Identify common challenges and how to resolve them.

You’ll also hear from landlords who are putting these techniques into practice, demonstrating how scrutiny is improving services, driving accountability, and building trust.

    Jane Eyles, Associate, HQN

Jane is an HQN Associate and has been a social housing resident, board member and consultant specialising in resident engagement since 1990. This means she is able to bring multiple perspectives into housing.

She has held senior positions such as Head of Housing for Brighton Housing Trust, Head of Engagement for LB Camden, Genesis and Hexagon and Tpas SE Regional Manager as well as 20 years consultancy including the development of resident led scrutiny.

Sophie Leedham, Head of Insight, Involvement & Accountability Governance and Transformation, L&Q Group

Sophie leads on L&Q’s strategic approach to working in partnership with and being accountable to the people it serves, having worked with residents to transform L&Q’s approach to resident involvement as a vehicle for better relationships, culture and services, captured in our 2023 report, A Partnership of Equals. Sophie is a long term champion of statutory-community partnerships to build safe, healthy, cohesive places to live. She has a professional background in market research, social policy, community development, public sector commissioning, community organising and service design in the not-for-profit, public and private sectors.

Cherelle Daniel, Tenant Involvement Project Manager, Nottingham City Council

Cherelle has always been driven by a deep commitment to achieving the best outcomes for people. With an LLB (Hons) Law degree as her foundation, she took a pause and deferred her placement for the Legal Practice Course (which is what it was known as back then) after university and found her calling in social housing over a decade ago, and hasn’t looked back since.

Making a meaningful difference in people’s lives is at the heart of everything Cherelle does. As a former social housing tenant herself, she brings lived experience and a genuine understanding of what it means to be a tenant. This fuels her passion to ensure that tenants are truly heard and receive the high standard of service they deserve.

Lin Wilson, Senior Consultant, Upshot Systems CIC

After an early career in charities, Lin spent 20 years in corporate IT, living for her weekend role as a volunteer sports coach and community organiser. Since joining Upshot nearly 6 years ago Lin has found her niche; helping community non-profit organisations (charities, local authorities, housing associations and others) around the world evidence the impact of their vital work through great MEL (Monitoring, Evaluation & Learning) practice including workshops, data reporting and framework creation.
