Would your neighbourhood and tenancy services stand up to regulatory scrutiny? This practical half-day workshop with Damian Roche will test your approach to ASB, community safety, allocations, lettings and tenancy sustainment against the latest inspection learning, new legal powers and the evidence needed for C1.

The Neighbourhood and Community Standard and Tenancy Standard cover some of the most visible parts of the landlord service: keeping neighbourhoods safe, tackling ASB and hate incidents, supporting people affected by domestic abuse, letting homes fairly and helping tenants sustain their tenancies.

C1 is about more than having the right policies. Landlords need to show that services work in practice, partnership arrangements are effective, tenants can access support, decisions are fair and transparent and boards and councillors receive clear assurance.

Since we last ran this event in May, there is more to test:

    • New ASB powers in the Crime and Policing Act 2026 will come into force on 26 October, including respect orders, housing injunctions and the ability for registered social housing providers to issue closure notices
    • The Social Housing Bill is progressing through Parliament, with proposals to strengthen tenancy protections for victims of domestic abuse
    • RSH’s 2026 casework review gives landlords a bigger evidence base on the importance of risk, data, tenant insight, governance and self-referral.

Led by HQN’s consumer standards lead, Damian Roche, this practical half-day session brings the Neighbourhood and Community Standard and Tenancy Standard together in one focused C1 sense-check, using the latest inspection learning, common ‘bear traps’ and the questions providers should be able to answer.

Ultimately, we’ll be asking one key question: if the Regulator looked at your neighbourhood and tenancy services tomorrow, could you demonstrate C1 performance?

    What we will cover

    • What C1 looks like now: the latest inspection and casework learning and what the Regulator is testing in practice
    • ASB and hate incidents: partnership working, accessible reporting, case management, victim support and the new Crime and Policing Act powers
    • Neighbourhoods and shared spaces: safety, local cooperation, community wellbeing and evidencing outcomes
    • Domestic abuse: policies, partnerships and support, plus the direction of travel in the Social Housing Bill
    • Allocations and lettings: fair and transparent decisions, voids, tenancy fraud and making the best use of homes
    • Tenancy sustainment, tenure and mutual exchange: support, eviction as a last resort, rightsizing and fair tenancy management
    • From data to assurance: TSMs, transactional feedback, tenant voice, governance and inspection readiness.
