• Job description

    Development & Decent Homes Manager

Full Time 37 hours per week

    Permanent Contract

FTE Salary up to £52,994 dependent on experience

Location: 7 Beacon Way, Hull.  (Hybrid working available, but must be able to work from the office a minimum of 2 days per week)

We are PFH.  We are a forward thinking housing association with a clear social purpose: delivering high-quality, safe and energy-efficient homes that enable people to live independently and age well within their communities.

We are entering an exciting period of growth and transformation.  Our Board has recently approved a step-change in how we deliver new homes and invest in our existing stock – creating a new senior role that brings development, planned investment and Decent Homes delivery together under one strategic lead.

    We Offer:

Join us to take operational ownership of PFH’s development ambitions while ensuring our existing homes meet the highest standards of quality, safety and compliance.

This is a pivotal role with real influence.  You will lead new development schemes from early feasibility through to completion, act as an astute client to developers and professional partners, and ensure that new homes align seamlessly with PFH’s asset management, net zero, and decent homes programme.  You will help shape long-term investment priorities, maximise funding opportunities, and ensure PFH achieves strong returns on investment while delivering homes our residents can be proud of.

    You’ll be responsible for:

    • Leading PFH’s new development programme, from site identification through to delivery and handover.
    • Managing and maintaining a pipeline of development opportunities, including financial appraisals and recommendations to senior leadership.
    • Acting as PFH’s operational lead and client interface with developers, consultants, Homes England and other partners.
    • Ensuring Decent Homes Standard compliance, high build quality, safety and alignment with PFH’s Homes Strategy and net zero ambitions.
    • Overseeing asset data, return-on-investment modelling, and capital investment planning.
    • Managing budgets, performance, risk and reporting to SLT, Committees and Board.
    • Promoting collaboration, innovation, and continuous improvement in line with The PFH Way.

  • Benefits

We are a values led organisation that prioritises quality, safety and making a difference.

We have a collaborative culture that encourages learning, accountability and innovation.

We have family friendly policies, flexible working, excellent pension and benefits, Christmas closure, and you get your birthday day off!

  • How to apply

Please submit your CV and a Covering letter explaining why you are suitable for this role, and how your experience aligns with PFH’s ambitions.

    Please send to [email protected]

Applications are to be received no later than 9.30am on Monday 16th March 2026.
