Fly-tipping continues to rise across the country. Housing providers are under increasing pressure to find effective, long-term solutions. This event takes a practical look – exploring the role of estate management teams, highlighting examples of what works (and what to avoid).

Fly-tipping is a growing problem across the UK. In 2023–24, local authorities dealt with more than 1.15 million incidents. Housing estates are often targeted, leading to increased costs for housing providers, higher volumes of complaints and reduced satisfaction among residents.

But addressing the issue requires more than enforcement alone – it calls for good design, strong day to day management, clear expectations and communications, as well as effective partnership working.

This session will share experiences and campaign examples from a variety of providers and specialist groups. You’ll go away with practical ideas to put into action on your most challenging hotspots.

We’ll also look at the upcoming ‘simpler recycling’ requirements and how this may affect flats and estates.

    What we’ll cover:

    • Understanding the problem: how to identify where fly-tipping occurs most frequently, why it happens, whether it is driven by residents or people from outside the area and what your data should be telling you
    • Prevention: designing and managing bin areas effectively, ensuring adequate capacity, using clear signage, controlling access, improving bulky waste services and addressing missed collections and excess waste
    • Communication that works: using targeted messaging, removing barriers to correct disposal, offering incentives where appropriate and clearly explaining what happens after an issue is reported
    • Fair and practical enforcement: gathering evidence, establishing clear reporting routes, working in partnership with local authorities and dealing consistently and transparently with residents
    • Planning for the future: understanding how upcoming ‘simpler recycling’ requirements may affect flats and estates and how to reduce the risk of contamination and overflowing bins.
