Following the Grenfell Tower tragedy in June 2017, there has been an increased national focus on the quality, safety, and management of social housing. Landlords have a fundamental responsibility to provide safe, decent, and well-maintained homes for residents. Failure to do so exposes tenants to unacceptable risks, undermines trust, and can lead to significant regulatory, legal, and reputational consequences for housing providers.

The Building Safety Act 2022, now fully in force, introduced a new building safety regime with specific statutory duties for the owners and managers of Higher-Risk Buildings (HRBs), including requirements around accountability, safety case reporting, the “golden thread” of information, resident engagement, competence, and emergency preparedness. In parallel, the Social Housing (Regulation) Act 2023 has significantly strengthened consumer regulation, placing greater emphasis on tenant safety, service quality, transparency, accountability, and proactive regulatory oversight.

The course also reflects the increasing expectations of both the Regulator of Social Housing (RSH) and the Building Safety Regulator (BSR), including the need for robust governance, accurate stock condition data, effective safety systems, proactive risk management, and a strong resident-focused culture. Particular attention is given to lessons learned from inspections, Tenant Satisfaction Measures (TSMs), severe maladministration findings, Awaab’s Law, and the final Grenfell Tower Inquiry Report.
