Fewer lenders want to lend to small housing associations because they perceive them as riskier and less profitable than larger ones. Small housing associations typically have no credit rating and less diversified income streams.  They may also face greater challenges in meeting regulatory and compliance requirements or managing operational risks. Some lenders view small housing associations as less attractive borrowers and demand higher interest rates or stricter covenants from them, or avoid lending to them altogether.
