Gas safety toolkit

Drawing from the legal and regulatory requirements as well as good practice across the sector, this toolkit will help you ensure that you are fully meeting the requirements of the law and the regulatory standards. It is designed for those in charge of gas safety in their organisations to be able to go through methodically and assess their progress on meeting all of the legal and regulatory requirements, as well as best practice. It should help you understand where your gaps are and help guide any improvement plan for the future. All landlords are responsible for the safety of their tenants. The Regulator of Social Housing’s Safety and Quality Standard sets out specific expectations on health and safety, stating that “registered providers must identify and meet all legal requirements that relate to the health and safety of tenants in their homes and communal areas”. One of the TSMs is also BS01: Gas safety checks. HQN analysis of consumer standards inspections by the RSH has identified frequent non-compliance in a range of health and safety areas, including gas safety and gas safety management. Non-compliance in relation to carbon monoxide, fire and smoke detectors was also a regular issue identified by the Regulator.

The relevant legislation is the Gas Safety (Installation and Use) Regulations 1998, which establishes landlords’ duties to make sure gas appliances, fittings and flues provided for tenants are safe. Appliances, fittings and flues in a communal area but which may be used by tenants are also included.
