A strong enabling role remains crucial to the local authority’s ability to increase housing supply to meet need, demand and aspirations and to transform neighbourhoods. A skilled enabling team can lead negotiations for the local authority, work proactively with partners, and secure good deals for their community, but their work needs to be underpinned by a strong and up-to-date understanding of the housing market and a robust policy framework. The enabling team must also be flexible enough to respond to changing market conditions, changing government policies, new products and new ways of delivering homes.
