Fuel poverty toolkit

As the cost-of-living crisis continues, many housing providers are supporting their tenants to maximise their incomes and reduce their energy costs. Drawing on best practice, this toolkit sets out some of the ways that they may do this.

It is intended to help social housing providers identify how they can:

• Assist residents to access the support available both nationally and locally to help them with fuel costs and to keep warm
• Improve the insulation of homes through longer-term planned programmes and using currently available funding schemes to increase energy efficiency for all tenure types.

Local authorities and housing associations vary greatly in their size and the scope of their responsibilities and, therefore, the resources and capacity they have available. This, inevitably, means that housing providers will need to make choices about the interventions they prioritise. The geography of where housing providers have stock also matters; in some areas there is better access to support services and greater availability of funding. This toolkit is a guide to be used to help make these choices.
