• Job description

    Fixed Term for 18 Months.

Neighbourhoods & Housing is committed to a programme of continuous improvement to develop the service offered to its tenants and customers, driven by rapid, fundamental change in the housing sector – change triggered by revised legislation, the introduction of a regulatory regime and framework, Ombudsman guidance and learning, good practice, societal factors, and opportunities presented by new and emerging technology.

The post holder will provide expert knowledge and expertise to manage programmes of work, identifying synergies, avoiding duplication or conflicts, and ensuring activities are underpinned with recognised programme management methodologies.

Integral to the role is financial management, resource planning, and change control to develop and deliver solutions and positive outcomes.  This will require strong change management and technical knowledge to be a solid and visible strategic driver of change and support.

More specifically, the role includes identifying, planning, and delivery of high level programme activities required to deliver strategic objectives, through understanding key service issues including business drivers, legislation, societal factors, sector-specific trends and demands, technology and systems, processes, service resources and stakeholders, and the environment in which Neighbourhoods and Housing operates.  Also strong analytical knowledge and ability required to assess current situations and put forward proposals for step change improvement.

We are looking to recruit an enthusiastic, motivated professional to manage a programme of change.

The Housing Sector is experiencing substantial reform and significant change triggered by new and modified legislation, specifically the Building Safety Act 2022, Fire Safety Act 2021, and the Social Housing Regulation Bill (expected to pass into legislation in 2023) – driven, in part, by the Grenfell tragedy and subsequent enquiry and findings.  Furthermore, issues such as the management of damp and mould in properties and modifications to the Decent Homes Standard have placed additional demands on the Neighbourhoods & Housing service.

    This post will:

      •  Manage the project and workstreams within the project, in response to the requirements of the Building Safety Act 2022, Fire Safety Act 2021, and Social Housing Regulation Bill
      • Matrix-manage the team and resources (internal / external) required to deliver the project outcomes
      • Work alongside external consultants to design, develop and implement the necessary solutions, information and data needed for compliance and for these solutions to be adopted into business-as-usual operational practice
      • Engage with all stakeholders, including staff, tenants and contractors, to ensure their needs are met
      • Work on related projects as appropriate, such as damp and mould
      • Work within recognised methodologies and agreed governance frameworks across N&H and the wider Council and partners

You will lead a programme to ensure a healthy culture around safety is embedded.  You will ensure a strong emphasis on the proactive management of data, information and processes relating to assets, stock, and reactive and planned maintenance in line with the latest legislative requirements.  Engagement of tenants and residents is vital.  Part of your role will be to ensure they are listened to, and that they can access all the information they need.

You will have experience of undertaking change management to plan and implement new ways of working at an operational level. You will have excellent skills in understanding business requirements through negotiation, analysis, process design, communication, and empathy. You will have strong ICT and project management skills. Knowledge of housing services and the wider housing landscape including challenges would be an advantage but not essential.
