    Senior EHO/TO Park Homes Project (Fixed term)

    Salary: £42,630 to £47,582
    Hours: 37 hours per week

    Location: Working from home and any CBC offices, including Priory House, Shefford. You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

    Contract Type: Hybrid – Fixed Term (18 months from 1st April 2024)

As an Senior Environmental Health Officer / Technical Officer within the housing service you will be supporting the continuous improvement of the private rented sector across Central Bedfordshire, you will work within an enforcement, housing and licensing environment, as well as Housing Assistance.     About the role:

    The role is a fixed-term Senior Officer (Park Homes Project) position to manage and oversee a complex project. The project will need to be planned, managed and works overseen on-site to completion after 18 months (from 1st April 2024)

     

    The works to be undertaken are for the provision of foul waste facilities to 18 individual Park Home pitches.

    You will be working closely with the Gypsy and Traveller community, assessing eligibility for funding, prioritising risks and managing expectations.

     

    You will be required to attend the site on a weekly (sometimes daily) basis, to foster links with the residents, as well as managing and overseeing works on site.

     

    You will need to ensure that the works are compliant with CDM Regulations, as well as other standards, such as The Caravan Site Control of Development Act / Building Act / Building Regulations / British Standards.

     

    You may also be required to undertake other PSH enforcement functions relating to Caravan Sites and Control of Development Act 1960, Housing Act 2004 and other relevant legislation, as well as Park Home Licensing. As a Senior Officer you will be expected to have sufficient knowledge of all PSH legislation, as well as the ability to support and develop others in their roles.

     

    To meet the requirements of this exciting fixed-term contract you must have expertise in project management and working with Gypsy and Traveller communities and or PSH legislation / functions. It would be beneficial if you had knowledge and experience of foul waste provision and installations. You must also be able to demonstrate all of the key skills and competencies required for this role, these include:

     

      • Contractor management 
      • Managing Risks and issues 
      • Project planning to deliver on time and budget
      • Procurement experience
      • High-level skills in communication, especially with hard-to-reach communities
      • Ability to negotiate and manage conflict to achieve desired results.
      • Ability to adjust your approach to ensure collaboration and coproduction with colleagues and key partners
      • Ability to forge quality professional relationships 
      • Understanding resource implications 
      • Provide sound advice and guidance to resolve complex situations
      • Expert problem-solving skills ie find solutions not fault
      • Be flexible and respond to changing priorities and demands
      • Act in a professional manner at all times
      • Have a high level of emotional intelligence

     

    You will be self-motivated to work on this project on your own, but you will be well supported by the team and the management to ensure you bring about the desired outcomes. We pride ourselves in providing excellent customer service and will therefore expect you to be able to contribute to this with strong interpersonal skills.

     

    You will ideally have 5 years in-depth experience in project management: day to day management of the project, managing the scope, schedule, finance, risk, quality and resources and or Private Sector Housing / Park Home experience.
