“Safeguarding vulnerable people from radicalisation is no different from safeguarding them from other forms of harm” Home Office

The terrorism threat to the UK is considerable. The Counter Terrorism and Security Act (2015) contains a duty for specified authorities to have due regard to prevent people from being drawn into terrorism. This safeguards people who are vulnerable to radicalisation in a similar way to safeguarding processes designed to protect people from other forms of abuse and/or exploitation.

The duty means social housing providers within the local authority sector have specific safeguarding duties around counter-terrorism. Housing associations do not come under the duty but are in a unique position to play a similar safeguarding role in their communities and with vulnerable individuals.
