    1. The post will have responsibility for the commissioning and delivery of planned investment and major work programmes across our portfolio, ensuring the recommendation and commissioning of effective, value for money interventions, which achieve timely delivery within agreed budgets and quality standards aligned with the corporate plan and objectives. The role holder will lead, motivate and inspire staff with a strong emphasis on project, contract management and commercial acumen to develop a culture of excellence and contribute to the achievement of Wandle’s asset management objectives.

    The successful candidate will possess significant experience of leading the delivery of major works and planned investment programmes across a significantly sized portfolio via a combination of in-house professionals and external delivery partners. They will possess the technical ability to provide contractual related professional and strategic advice to stakeholders. They will provide professional management advice on property, construction and on the design and development of new buildings as well as the restoration and maintenance of our existing ones

    A day in the life:

    You will:
    • Effective management of existing contractors and partnership relationships to ensure objectives of the contracts are being met, or remedial action put in place where required.
    • Advising on procurement and tender routes, appointing contractors, designers and the supply chain.
    • Advise and ensure correct adherent to all statutory and regulatory constraints and/or obligations applicable prior, during and after the delivery of programmes and schemes within domestic and commercial environments.
    • Advise and ensure correct application of the CDM regulations from inception to completion including Employers requirements analysing and mitigating risk.
    • Advise, identify and prepare the relevant Construction Contract documentation to be used where applicable.
    • Ensure professional due diligence is undertaken for all major works programmes from inception to completion of the delivery of all major works programmes including stakeholder engagement, budgetary control and programme management.
    • Advise and ensure correct adherence to all statutory and regulatory constraints and/or obligations applicable prior, during and after the delivery of programmes and schemes within domestic and commercial environments.
    • Achieve year on year return on investment and value for money, with evidence of customer led improvements and improved satisfaction.
    • Ensure effective communications and engagement with affected customers (internal and external) providing regular updates through the various media that is available
    • Advise and ensure correct adherence to all statutory and regulatory constraints and/or obligations applicable prior, during and after the delivery of programmes and schemes within domestic and commercial environments.
    • Take full ownership for the correct identification and application of applicable Building Regulations and legal construction matters.
    • Understand the importance and methodology behind the identifying building related defects determining the condition of existing components, analysing defects making recommendation and proposing solutions in relation to managing solutions .
    • Negotiate appropriate outcomes with warranty holders, such as NHBC etc, in the effective resolution of major building defects, liaising with customers and internal stake holder. Preparing business cases should works be required.
    • Ensure a strong performance management framework is in place ensuring performance is measured by what is done and how it is done as set out in the Wandle framework, maintaining continuous improvement in the delivery of services at all times.
    • Lead motivate and inspire employees to develop culture of service excellence and continued personal growth.
    • Ensure the overall framework of standards, policies, procedures and specifications covering all areas of the directorate are maintained and reviewed.
    • Provide effective leadership to your direct reports and their teams ensuring that audit, risk and compliance needs are delivered within a positive and performance focused environment.
    • Create and present high quality reports for the Board, Committee and other stakeholders to provide assurance and information on performance and service delivery issues.
    • Build and maintain internal and external relationship across organisation to ensure effective working together to support organisation objectives.
    • Negotiate and implement contracts or service level agreements with external providers and monitor performance standards and service outcomes to ensure the high quality and effectiveness of activities
    • Deputise for the Head of Property as required, to ensure continued success, sustainability and continuation of directorate.
    • Manage risk, control and governance of the team, taking a strategic risk based approach with a strong emphasis on project and contract management to deliver solutions to both operational and technical issues.
    • Review processes, procedures to ensure the delivery of the teams activities
    What you’ll need to have:
    Experience, Knowledge, Understanding:
    • Experience of managing the delivery of major works programmes.
    • Experience in delivering a first class customer service.
    • Experience of budget setting and cost management control. (Essential)
    • Writing Specification, drafting contract documents and procuring works.
    • Experience of building contract management, working within a social housing or the building industry, and within budgetary constraints.
    • Building construction and the regulatory and legislative framework
    • Health and Safety Regulations Including CDM.
    • Project Management Methodology Prince 2, Six Sigma, Waterfall etc.
    • Party Wall Knowledge.
    • Strong background in Building Pathology
    • Understanding of Computer Aided Design (CAD) and /or the ability to produce scaled plans and drawings.
    • Analytical understanding of Stock condition Surveys
    • Designing and implementing policies and procedures.
    • Strong MS experience (Word, Excel, Projects) (Desirable)
    • Experience of using Keystone or similar asset management system in a social housing environment
    • Understanding of EU procurement laws and tender process
