It’s been over six months since the Planning White Paper was published alongside a consultation on more immediate measures such as a higher threshold for planning agreements. Since then, there has been a steady stream of drip feeds by MHCLG on the proposals alongside continuing messages and new announcements on, for example, permitted development, assessing housing need, housing design and the delivery of new homes (eg housing delivery test results).
This session will provide an update on the state of play on planning for housing. It will focus primarily on the progress on meeting the government’s aim of delivering 300,000 homes per year, the contentious topic of permitted development, the quality of new developments and calculating how much housing we need.

"The drip-feed by the government of its responses to the huge and diverse range of views to the consultation on proposed changes to the planning system continue unabated. At the same time, further proposals are in the pipeline on, for example, the future of the new homes bonus and on design.From a housing association perspective, the raft of new measures and possible changes appear, at times, to be overwhelming. This is especially because there are plenty of other policy changes underway such as the implications of the Social Housing White Paper, health and social care reforms and local government reorganisation.So, although the issues relevant to housing associations vary, there are some common themes including:

- Staffing resources in planning departments."
