Meet the team

Our dedicated team has a wealth of experience in the sector, and vast knowledge of the issues and practices.

Richard Waft

Richard Waft Richard Waft

Richard is the Lead Associate for the Leasehold Network. He puts together the network’s content, manages the network’s products, forums, workshops and services.

His background is business administration and communications & engagement, and he has developed and managed the network for over a decade - being responsible for the quality and integrity of the network’s outputs and resources.

He is on hand to help with member enquiries, signpost to help and guidance, and respond to your requests or suggestions for activities, research and workshop themes.

Jackie Dickins

Jackie Dickins Jackie Dickins

Jackie Dickins has been an HQN Associate since 2001 and is our lead consultant for HQN’s Leasehold Network. Prior to this she held positions at a London borough and two large housing associations based in London, where she was responsible for leasehold management and promoting work in the field of low-cost home ownership initiatives. Jackie undertakes many of HQN’s service reviews and service improvement work on leaseholder and home ownership. She has also worked in interim positions with a number of local authorities, arm’s length management organisations and housing associations as head of home ownership/home ownership manager.

Jackie also runs pre-exam workshops at associate and member level for the Institute of Residential Property Managers (IRPM) and is delivering training for apprentices seeking associate membership of the IRPM.

Jackie is responsible for developing, and is a lead assessor of HQN's leasehold accreditation scheme.

Cecilia Brodigan

Cecilia Brodigan Cecilia Brodigan

Cecilia Brodigan has over 30 years' experience in senior operational roles in private and social housing organisations. As a consultant leasehold specialist and a keen advocate of improving customer focus and service improvement in the leasehold sector, Cecilia helps organisations to make sense of leasehold combining her practical operational skills and knowledge of leasehold legislative framework. She has achieved success working with organisations to drive strategic change and influencing operational teams in achieving improved performance. Cecilia is currently working with the Association of Retirement Housing Managers (ARHM) on their audit project and designing a suite of training modules for site based staff. Cecilia also sits on the Development Committee for Yorkshire Housing.

John Gargan

John Gargan John Gargan

John has over 40 years’ experience in public sector housing, including over 25 years in leasehold management and home ownership. He offers a wide range of services, including alternative dispute resolution (RICS accredited mediator), consultancy and training in leasehold management, Right to Buy and interim management solutions.
 
He is a regular contributor to Leasehold Network conferences and seminars, and is a qualified trainer.

Helen Muir

Helen Muir Helen Muir

Helen Muir has extensive experience of shared ownership having worked in senior roles for two large housing groups where her responsibilities included sales programme delivery and the management of over 5,000 shared ownership/leasehold homes, along with running the largest Help to Buy agency in England.

As a consultant Helen specialises in affordable home ownership and leasehold management and has provided interim management and strategic and operational support to a number of registered providers, local authorities and private sector companies. Helen also supports the Leasehold Network by writing briefings and speaking at several events.

Ann Faulkner

Ann Faulkner Ann Faulkner

Ann Faulkner is a Housing Consultant specialising in Home Ownership and Leasehold Services. She provides a range of consultancy services including training and support, business area reviews and strategy, policy and guidance.

Ann previously worked as Project Director – Business and Service Development for Home Ownership and Market Rent at The Guinness Partnership.
