    It's one year on from the Grenfell Tower disaster. But what has actually changed?

    In the aftermath of the fire, politicians promised a sea change in the way this country looked at social housing and the people who live in it.

    Likewise, our own sector leaders promised to make tenants feel safe in their homes. Lessons would be learned, money would be invested. We all said 'never again'.

    But hand on heart can we really say that a tragedy like this won't be repeated? Are all our homes now safe? Have we put a stop to the stigma surrounding tenants? Or are we slipping down the agenda as politicians squabble over Brexit?

    Setting rents for social housing used to be quite simple.

    But as we provide more homes across different tenures, understanding the rules and regulations for varying rent types has become a complicated business.

    Imagine, for a moment, a block of flats owned by a housing association. There are six identical two-bed flats but none of the residents pays the same rent. One tenant has lived there since 1986 and pays a ‘fair rent’ of £100 a week. Another pays a social housing rent of £115 a week; one pays an ‘affordable rent’ of £130 a week; one pays an intermediate rent of £145 a week; another is a tenant in a flat sold under the Right to Buy and pays a market rent of £165 a week. Another has been placed as a homeless household in a flat provided to the local authority under a private leasing scheme and pays £170 a week.

    While no doubt causing some tension for the tenants living in these homes, this fairly typical situation can prove a minefield for housing professionals whose job it is to ensure their organisation is compliant with RSH rent regulations.

    Our 'Spotlight on rent compliance' event will aim to illuminate best practice and fill a knowledge sharing gap in this specialist area.

    Key themes to be covered on the day include:

    • Compliance with the assurance monitoring framework – looking at the various rent types and the management of legacy stock; ie varying rent types on different cycles/rules

    This year’s annual conference promises to be yet another thought-provoking and illuminating event and we’re delighted to announce an outstanding team of presenters, bringing a wealth of expertise, fresh ideas and practical tips.

    This year’s Conference will be chaired by Kay Frankson, Head of Rents at Nottingham City Homes.

    Department of Work and Pensions (DWP), will provide the very latest horizon scan on the UC programme. Anyone who attended our “Full Speed Ahead” Universal Credit events with DWP, will know that we are working closely with them to support engagement with housing providers and that these updates are of enormous value.

    We welcome Maggie Houghton, Programme Manager of Hyde Foundation, and Katie Evans, Head of Research and Policy at the Money and Mental Health Policy Institute (MMHPI).

    Maggie and Katie  will describe the work of the MMHPI and six social landlords to explore the links between mental health and rent arrears, and to produce practical policy recommendations to maximise income collection and minimise harm, including:

    • How mental health problems can affect residents’ cognitive and psychological abilities to engage with a standard arrears recovery process
    • How simple and low cost practical adjustments to the arrears recovery policy and procedure can mitigate some of these challenges
    • A simple checklist for landlords who would like to improve performance in this area.

    We welcome Maggie Cornall, Director of Operations, and Denise Williams, Head of Support at Blackpool Coastal Housing. Maggie and Denise will present BCH’s innovative More Positive Together (MPT) project. MPT is designed to address the needs of people who are furthest from the labour market and to help them to improve their employment prospects.
